We discussed this recently in the 'Dark World Rebon' thread starting. DWToska's exotic emporium is *only* accessible for the player. So AI chars cannot buy dogs there.

So it's actually not DWToska that let's the dogs out (only the player's dog), but another mod that hands them out like candy to AI chars. But point taken: I will modify the targeted decision from my mod and make it player only as well.
