That spring is probably the centering spring for one of the spools and goes (usually) at the opposite end of the spool from the control handle and is held in place by some type of fastener and, maybe, a washer, depending on the type of fastener used. The fastener might be a machine screw, 'C' clip or a roll pin at the end of the spool around which the spring is situated. If that fastener comes loose, it could jam the spool so that it won't shift, or the spool won't center. Been there, done that.
